PROPOSED ACTION PLANS, DERIVED FROM THE 2001 JOINT DECLARATION RECOMMENDATIONS

 

RECOMMENDATIONS

ACTION PLANS

1.- Work with the United States Department of Agriculture (USDA) and the Secretaría de Agricultura, Ganadería Desarrollo Rural , Pesca y Alimentación (SAGARPA) to allocate additional resources to support prevention, control and eradication programs for animal and plant pests and diseases

  • Establish prevention programs for the entry of exotic pests and diseases.
  • Create technical training programs to develop emergency response systems.
  • Create a contingency’s fund to maintain phytozoosanitary campaigns.
  • Support the mexican border states to fulfill the requirements of the USDA regarding the tuberculosis

2.- Recommend that the United States Department of Agriculture (USDA) US Customs, US Food and Drug Administration, and the Secretaría de Agricultura,Ganadería, Desarrollo Rural, Pesca y Alimentación (SAGARPA) authorize the border states to establish mechanisms to allow joint verification and certification of compliance with current regulations regarding animal and plant health and food safety in agricultural products, as well as recognition of existing programs.

  • Promote the establishment of quality inspection programs in the border states.
  • Promote the establishment of food safety inspection programs in the border states.
  • Establish quarantines.
  • Establish commissions to verify compliance of actual rules.

3.- Collaborate with the United States Department of Agriculture (USDA), The United States Food and Drug Administration (US-FDA), and the Secretaría de Agricultura, Ganadería, Desrrollo Rural, Pesca y Alimentación (SAGARPA) in the revition and update of protocols that prevent the introduction of exotic animal-plant pests and diseases with special emphasis on bovine spongiform encephalopathy (BSE) and foot and mouth disease at domestic and international levels.

  • Review protocols for the introduction of livestock and meat products into the country.
  • Establish mechanisms to control entry and movilization of livestock and meat products, according with actual rules, to avoid entrance of BSE and other exotic pests and diseases.
  • Prohibit the use of meat meal to feed ruminants and watch its strict compliance.
  • Review protocols for the introduction of plants, plant and forest products into the country.
  • Create a working group with representatives of California, Baja California, Texas, Nuevo León, Sonora, Arizona and Coahuila to analize and recommend solutions to the problem of introduction of illegal meat.

4.- Promote coordinated efforts among research institutions, to develop and foster research, training and technology transfer in the agricultural sector.

  • Speed the creation of a web page site for the Agricultural Work Table
  • Participate in symposia and seminars.
  • Promote research institution consortiums and their communication with industries that generate new knowledge and technologies.

5.- Request that the United States Department of Agriculture (USDA), US Customs Service, US Food and Drug Administration (FDA) and the Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación (SAGARPA), Procuraduría General de la República (PGR) Secretaría de la Defensa Nacional (SEDENA) implement modern comprehensive and systematic inspection and certification processes at the check points, in order to expedite trade while maintaining the quality and safety of agricultural commodities.

  • Promote the purchasing of X ray machines to speed inspections.
  • Encourage inspections at site of origin, to certify the contents in units that move agricultural commodities.

  • Request the Secretaries of USDA and SAGARPA to design officials with capacity to decide, to participate in the meetings of the Ag Work Table, in order that working together we could achieve our objectives.
